Risk is a perception.
Our perception of risks is mainly affected by two factors:
(a) whether we are voluntarily accepting the risk.
A good example is a refinery worker considers the risks at workplace lower than his cousin who has only read about chemical plants; and
(b) potential consequences of event or act or decision.

The U.S. Government has extended the Terrorism Risk Insurance Act (TRIA) to 2014. TRIA is intended to support insurance companies in case the claims from a terror incident go above a certain threshold.

Chemical Facility Anti Terrorism Standard (CFATS) came into force on Nov. 20, 2007 as a Federal Regulation under 6 CFR 27. This set into motion the process of assessing threats to chemical plants and refineries in the U.S.
